助理文書主任
在職公務員現可申請轉任政府各政策局及部門的助理文書主任。
薪級表
2. 助理文書主任的薪級表為總薪級表第3點(每月10,250元)至總薪級表第15點註1 (每月20,950元)。獲取錄人員的薪酬及增薪日期將依照《公務員事務規例》第130及第133條的規定訂定,並載列於聘書上。
入職條件
3. 申請人必須:
(a) 在香港中學會考取得五科E級/第2等級或以上成績,其中一科為數學,或具同等學歷註2及註3;
(b) 符合語文能力要求,即在香港中學會考中國語文科和英國語文科取得第2等級或以上成績,或具同等學歷;以及
(c) 中文文書處理速度達每分鐘20字及英文文書處理速度達每分鐘30字,並具備一般商業電腦軟件的應用知識。
註1 頂薪點的資料只供參考,日後或會有所更改。
註2 政府在聘任公務員時,過往香港中學會考中國語文科和英國語文科(課程乙)的E級成績,在行政上會視為等同二零零七年及其後舉行的香港中學會考中國語文科和英國語文科的第2等級成績。
註3 科目可包括中國語文科和英國語文科。

永久性居民身分
4. 申請人在受聘時必須是香港特別行政區永久性居民。在一九九七年七月一日之前初次按公務員聘用條款受聘,而其服務並無中斷的在職公務員則屬例外。
職責
5. 助理文書主任主要執行與下列一項或多項職能範圍有關的一般文書職責,其中可能涉及多類範疇的職務:
(a) 一般辦公室支援服務;
(b) 人事;
(c) 財務及會計;
(d) 顧客服務;
(e) 發牌及註冊;
(f) 向政府律師、法官及法庭使用者提供支援服務,並執行相關的事務室工作;
(g) 統計職務;
(h) 資訊科技支援服務;以及
(i) 其他部門支援服務。
6. 助理文書主任會調派往本港各區的政府辦事處工作,在執行職務時須應用資訊科技,並可能須不定時或輪班工作或穿着制服當值。
聘用條款
7. 申請人如獲取錄,將按個別情況以試任條款或試用條款受聘。(註:入職薪酬、聘用條款及服務條件以發出聘書時的規定為準。)
《基本法》知識測試
8. 為提高市民對《基本法》的認識並在社會上推廣學習《基本法》的風氣,所有公務員職位的招聘程序均設有《基本法》知識測試。獲邀出席招聘面試的申請人,須參加在面試開始前或結束後舉行的《基本法》筆試。申請人在《基本法》知識測試取得的成績,會用作評核其整體表現的其中一個考慮因素。
申請手續
9. 截止申請日期為二零一零年十二月二十四日。申請人須填妥通用表格第340號(3/2008修訂版),在截止申請日期或之前送達香港中環雪廠街11號中區政府合署西座9樓911室公務員事務局一般職系處。申請人也可透過公務員事務局網站(http://www.csb.gov.hk),在網上申請。在截止申請日期後遞交或未填妥的申請表,概不受理。

10. 申請人如獲邀參加中英文文書處理速度測驗及一般商業電腦軟件(包括Microsoft Word及Excel)應用知識測驗,通常會在二零一一年五月或之前接獲通知。申請人如未獲邀參加上述測驗,可視作已經落選。註4

註4 如果符合訂明入職條件的申請人為數眾多,招聘部門可以訂立篩選準則,甄選條件較佳的申請人,以便進一步評核。在此情況下,只有獲篩選的申請人會獲邀參加招聘考試及╱或面試。

CIVIL SERVICE BUREAU VACANCY CIRCULAR NO. CSB 2010/07
Assistant Clerical Officer

Applications are invited from serving civil servants for appointment as Assistant Clerical Officer in various government bureaux/departments.
Pay Scale
2. The pay scale of Assistant Clerical Officer is from Master Pay Scale Point 3 ($10,250) to Master Pay Scale Point 15 Note 1 ($20,950) per month. The pay and incremental date for a successful candidate will be determined in accordance with the provisions of Civil Service Regulations 130 and 133 and as set out in the letter of appointment.
Entry Requirements
3. Candidates should have -
(a) Level 2/Grade E or above in five subjects including Mathematics in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent Note 2 and Note 3;
Note 1 The information on the maximum pay point is for reference only and it may be subject to changes.
Note 2 For civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in previous HKCEE is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
Note 3 The subjects may include Chinese Language and English Language.

(b) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in HKCEE, or equivalent; and
(c) Chinese word processing speed of 20 words per minute and English word processing speed of 30 words per minute and knowledge in the application of common business software.
Permanent Residency Requirement
4. Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless they were first appointed on civil service terms of appointment before 1 July 1997 and have continued in service without a break.
Duties
5. An Assistant Clerical Officer is mainly deployed on general clerical duties which may involve multi-tasks relating to one or a combination of the following functional areas -
(a) general office support;
(b) personnel;
(c) finance and accounts;
(d) customer service;
(e) licensing and registration;
(f) support to Government Counsel, and court support and registry services to judges and court users;
(g) statistical duties;
(h) information technology support; and
(i) other departmental support.
6. An Assistant Clerical Officer is subject to posting to any government offices in any district of Hong Kong; required to use information technology applications in the discharge of duties; and may be required to work irregular hours or shifts and wear uniform at work.
Terms of Appointment
7. A successful candidate will be appointed either on trial or on probationary terms as appropriate. (Note : The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.)

Basic Law Knowledge Assessment
8. For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Candidates who are invited to attend the recruitment interview will be assessed on their BL knowledge through a written test to be conducted immediately before or after the recruitment interview. The BL test result will be one of the considerations to assess the suitability of a candidate.

9. The closing date for application is 24 December 2010. Applications on G.F.340 (Rev. 3/2008) should reach the General Grades Office, Civil Service Bureau, Room 911, 9th floor, Central Government Offices (West Wing), 11 Ice House Street, Central, Hong Kong not later than the closing date for application. On-line applications can also be made through the Civil Service Bureau’s website (http://www.csb.gov.hk). Late or incomplete applications will not be accepted.
10. Candidates who are selected to attend the Chinese and English word processing speed test and the test on the application of common business software (including Microsoft Word and Excel) will normally receive an invitation by May 2011. Those who are not invited for the above tests may assume that their applications are unsuccessful. Note 4

Note 4 Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
