律師
在職公務員可申請轉任屬統一律師職系的律師職位。統一律師職系由
破產管理署署長管理。
薪級表
2. 律師的薪級表為總薪級表第32 點(每月46,490 元) 至總薪級表第44 點
註1 (每月74,675元)。獲取錄人員的薪酬及增薪日期將按照《公務員事務規例》
第130及第133條的規定訂定,並會載列於聘書上。
[註 : 視乎當時的情況,具有較多經驗的人士,可能因為具備超出最低規定的
相關工作經驗而獲給予額外增薪點。]
入職條件
3. 申請人必須 ―
(a) (i) 在《律政人員條例》第 2A條及附表2所規定的認可司法管
轄區內取得律師資格;或
(ii) 在《律政人員條例》第 2A條及附表2所規定的認可司法管
轄區內取得大律師資格和全面執業權後,具備一年專業經
驗;
(b) 在綜合招聘考試的英文運用試卷取得二級成績,以及在中文運用
試卷取得一級成績註2 至 4;及
註1 頂薪點的資料只供參考,該項資料日後或會有所更改。
註2 綜合招聘考試的中文運用及英文運用試卷的成績分為二級、一級或不及格,並以二級
為最高等級。
註3 香港高級程度會考英語運用科C級或以上和D級成績(或同等成績)分別會獲接納為等同
綜合招聘考試英文運用試卷的二級和一級成績。香港高級程度會考中國語文及文化、
中國語言文學或中國語文科C級或以上和D級的成績則分別會獲接納為等同綜合招聘考
試中文運用試卷的二級和一級成績。
註4 在International English Language Testing System (IELTS)學術模式整體分級取得6.5
或以上,並在同一次考試中各項個別分級取得不低於6的成績的人士,在IELTS考試成
績的兩年有效期內,會獲接納為等同綜合招聘考試英文運用試卷的二級成績。IELTS考
試成績必須在職位開始接受申請的首天(即2011年2月11日)仍然有效。

(c) 能操流利粵語。
[註: 有全面執業權,但在取得全面執業權後並無一年專業經驗的大律師亦可提出申
請。如獲取錄, 入職薪金會定於某個適當的薪點, 較律師薪級的起薪點為
低。]
永久性居民身分
4 . 申請人於獲聘時必須是香港特別行政區永久性居民。在一九九七年七
月一日之前初次按公務員聘用條款受聘而其服務並無中斷的在職公務員,則屬
例外。
職責
5. 統一律師職系由破產管理署署長管理。申請獲接納的人士,會先(由破
產管理署署長決定)調派到下列其中一個部門的法律服務部,根據統一律師職系
的職業前途發展計劃,其後有機會獲得部門間調職或調派。主要職責如下:
破產管理署:
處理民事訴訟及無力償債個案的法院事務,包括內庭聆訊、檢控與無力償債相
關的罪行、根據《公司條例》取消董事資格;處理《破產條例》及《公司條
例》清盤條文有關無力償債事宜的建議新條例及提供相關的一般法律意見。
地政總署 :
在法律諮詢及田土轉易處工作,負責草擬和擬定批地文件及其他文件、收地、
查核業權、處理地政總署同意方案及審批公契,以及就與土地有關事宜,包括
新界區( 獲取錄人士須在新界區辦公室工作) 及一般政府土地轉易提供法律意
見。
公司註冊處 :
就《公司條例》及其他相關條例提供法律意見、就文件是否可予註冊提供意
見、負責檢控工作和對投訴作出調查,以及進行有關《公司條例草案》的研
究。
土地註冊處 :
就所有關乎《土地註冊條例》、《土地業權條例》、樓宇業主立案法團註冊以
及其他相關法例的事宜提供法律意見;協助為實施業權註冊制度擬備相關修訂
條例及附屬法例、實務守則、表格及其他文件,以及進行有關培訓工作。
聘用條款
6. 申請人如獲錄用,將按個別情況以試任條款或試用條款受聘。

基本法知識評核
7 . 為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風

氣,所有公務員職位的招聘,均會包括《基本法》知識的評核。申請人在基本
法測試(學位/專業程度職系)的表現,會用作評核其整體表現的其中一個考慮因
素,但不會影響其申請公務員職位的資格。原則上,申請人的學歷、經驗和才
能仍然是考慮其是否適合被聘用的主要因素。
申請手續
8 . 申請人須填妥通用表格第340號( 1 / 2 0 1 1 修訂版),並於香港時間2 0 1 1
年3月4日下午6時或之前,把填妥的表格連同一份詳盡履歷,以郵寄方式或親身
送達香港金鐘道66號金鐘道政府合署十樓破產管理署人事室,並在信封上註明
“申請律師職位”。履歷應包括下列資料:
(a) 由中學起在公開考試中報考科目的成績級別(述明考取成績的確實
日期);
(b) 法學士、法律專業共同試、法律專業證書考試、律師會和大律師
公會檢定資格及其他相關學歷最後考試的成績,列出報考科目的
成績級別(請提供成績單和證書副本);
(c) 綜合招聘考試語文運用試卷及基本法測試的成績(請提供證明文件
副本);
(d) 取得律師/大律師資格的確實日期和地點(請提供有關證明文件副
本);
(e) 就業紀錄連同詳細的職責說明;以及
(f) 一份文件闡述申請人所具備適合受聘於這職位的各項條件及相關
經驗。
如以郵遞方式寄交申請書,請緊記支付足夠郵費。
9 . 申請人亦可透過公務員事務局互聯網站(http://www.csb.gov.hk)作網
上申請。申請人如在網上遞交申請,必須於截止申請日期後的一星期內,以付
足郵費的郵遞方式把履歷寄交上述地址,及在信封面和文件副本上註明網上申
請編號。如申請人未能在限期前提供所需的証明文件,其申請書將不獲受理。
10. 如在截止申請日期的五個工作天後仍未收到簡覆/認收電郵,請即致
電2867 2677與破產管理署聯絡。申請人如獲選參加面試,通常會在截止申請日
期後約六至八個星期內接到通知。如申請人未獲邀參加面試,則可視作經已落

OFFICIAL RECEIVER’S OFFICE
VACANCY CIRCULAR NO. ORO 2011/01
Solicitor
To : Permanent Secretaries c.c. : Judiciary Administrator
Heads of Department
(Note : Permanent Secretaries/Heads of Department are
requested to ensure that copies of this circular are
circulated to all eligible officers and displayed on staff
notice boards in all offices of their bureaux/departments
until after the closing date for application.)
Applications are invited from serving civil servants for appointment as
Solicitor in the Unified Solicitor Grade. The Unified Solicitor Grade is under the
management of the Official Receiver.
Pay Scale
2. The pay scale of Solicitor is from Master Pay Scale Point 32 ($46,490) to
Master Pay Scale Point 44 Note 1 ($74,675) per month. The pay and incremental date for a
successful candidate will be determined in accordance with the provisions of Civil Service
Regulations 130 and 133 and set out in the letter of appointment.
[Note : Subject to the prevailing situation, candidates with additional experience may be
granted increments for previous relevant experience in excess of the stipulated
minimum.]
Entry Requirements
3. Candidates should -
(a) (i) be solicitors admitted in a recognized jurisdiction as stipulated
under Section 2A and Schedule 2 of the Legal Officers Ordinance;
or
(ii) be barristers with one year’s professional experience since attaining
the right to full practice in a recognized jurisdiction as stipulated
under Section 2A and Schedule 2 of the Legal Officers Ordinance;
Note 1 The information on the maximum pay point is for reference only and it may be subject to changes.

(b) have Level 2 result in the Use of English paper and Level 1 result in the
Use of Chinese paper in the Common Recruitment Examination (CRE)
Note (2) to (4); and
(c) be fluent in Cantonese.
[Note : Barristers with right to full practice but who do not possess one year’s professional
experience since attaining this right may also apply. If selected, they will enter at an
appropriate point below the minimum of the Solicitor pay scale.]
Permanent Residency Requirement
4. Candidates must be permanent residents of the Hong Kong Special
Administrative Region at the time of appointment unless they were first appointed on civil
service terms of appointment before 1 July 1997 and have continued in service without a
break.
Duties
5. The Unified Solicitor Grade is under the management of the Official Receiver.
Successful candidates will initially be posted (at the discretion of the Official Receiver) to the
legal services division of one of the following departments but opportunities will arise for
transfer or postings between such departments under the Unified Solicitor Grade Career
Development Scheme. The main duties include –
Official Receiver’s Office :
Handling civil litigation and insolvency court work including chamber hearings, the
prosecution of insolvency related offences, the disqualification of directors under the
Companies Ordinance, proposed new legislation and general legal advice on insolvency
matters under the Bankruptcy Ordinance and winding-up provisions of the Companies
Ordinance.
Note 2 The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as
Level 2, Level 1 or Fail, with Level 2 being the highest.
Note 3 Grade C or above and Grade D in Use of English of the Hong Kong Advanced Level Examination
(HKALE), or equivalent, are accepted as equivalent to Level 2 and Level 1 results respectively in
the UE paper in the CRE. Grade C or above and Grade D in Chinese Language and Culture or
Chinese Language and Literature of the HKALE are accepted as equivalent to Level 2 and Level 1
results respectively in the UC paper in the CRE.
Note 4 Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the
same sitting in the Academic Module of the International English Language Testing System
(IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2
result in the UE paper in the CRE. The IELTS test result must be valid on the starting day of the
application period, i.e. 11 February 2011.

Lands Department :
Working in the Legal Advisory and Conveyancing Office on drafting and settling land grants
and other documents, land resumption, title checking, Lands Department Consent Scheme
and approval of Deeds of Mutual Covenant, providing legal advice on land related matters
including the New Territories (which will require successful applicants to work in NT
offices) and general Government conveyancing.
Companies Registry :
Giving legal advice on the Companies Ordinance and other related ordinances, advising on
the registrability of documents, conducting prosecutions and investigation of complaint cases
and undertaking research relating to the Companies Bill.
Land Registry :
Giving legal advice on all matters relating to the Land Registration Ordinance, the Land
Titles Ordinance, the registration of incorporated owners of building and other related
legislation; assisting in the preparation of an amendment ordinance and the subsidiary
legislation, practice notes, forms and other documents and the training for the implementation
of title registration.
Terms of Appointment
6. Successful candidates will be offered appointment either on trial or on
probationary terms as appropriate.

the provisions prevailing at the time the offer of appointment is made.]
Basic Law Knowledge Assessment
7. For the purpose of heightening public awareness of the Basic Law (BL) and
promoting a culture of learning of BL in the community, assessment of BL knowledge will be
included in the recruitment for all civil service jobs. Results of the BL test for degree/
professional grades will be one of the considerations to assess the suitability of a candidate
but will not affect his/her eligibility for applying for civil service jobs. As a general
principle, the main consideration for suitability for appointment remains a candidate’s
qualification, experience and calibre.
Application
8. Applications on G.F. 340 [(Rev. 1/2011)] should be forwarded to the Personnel
Registry, Official Receiver’s Office, 10/F, Queensway Government Offices, 66 Queensway,
Hong Kong by post or by hand not later than 4 March 2011 at 6:00 p.m. Hong Kong time.
A full curriculum vitae (C.V.) should be attached with the application. Please state

“Application for the Post of Solicitor” on the envelope. The C.V. should include the
following information -
(a) gradings of the subjects taken in public examinations from
secondary education onwards (with exact dates of obtaining the
results);
(b) results in LLB, CPE, PCLL, Law Society Final and Bar Final
examinations and other relevant qualifications, listing the gradings
of the subjects taken (with copies of transcripts and certificates);
(c) results of CRE language papers and Basic Law test (with copies of
supporting documents);
(d) exact date and place of admission or call (with copies of supporting
documents);
(e) employment records with detailed description of duties; and
(f) a written submission indicating the qualities and relevant experience
possessed by the candidate which would qualify him or her for
appointment.
Please ensure that sufficient postage is paid if the application is sent by post.
9. Online application can also be made through the Civil Service Bureau’s
website (http://www.csb.gov.hk). Candidates who apply online should submit their C.V. by
post with sufficient postage to the above address within one week after close of application
period, and the online application number should be quoted on the envelope and the copies of
supporting documents. If candidates fail to provide the supporting documents as requested,
their applications will not be considered.
10. If no acknowledgement slip/confirmation e-mail is received after five working
days from the closing date for application, please contact the Official Receiver’s Office by

receive an invitation in about six to eight weeks from the closing date for application. Those

Note 5 Where a large number of candidates meet the specified entry requirements, the recruiting department
may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
