Surveyor of Ships (Ship)

Applications are invited from serving civil servants for appointment as Surveyor
of Ships (Ship) in the Marine Department.
Pay Scale
2. The pay scale of Surveyor of Ships (Ship) is from Master Pay Scale Point 34
($49,480) to Master Pay Scale Point 44 Note 1 ($74,675) per month. The pay and incremental
date for a successful candidate will be determined in accordance with the provisions of Civil
Service Regulations 130 and 133 and as set out in the letter of appointment.
(Note: Subject to the prevailing situation, candidates with additional experience may be
granted increments for previous relevant experience in excess of the stipulated
minimum.)
Entry Requirements
3. Candidates should have:
(a) a degree in naval architecture or related technology acceptable to the
Director of Marine;
(b) a corporate membership of a naval architect institution acceptable to the
Director of Marine;

(c) four years’ relevant experience after obtaining corporate membership;
and
(d) ‘Level 2’ or above in Chinese Language and English Language in the
Hong Kong Certificate of Education Examination (HKCEE)Note 2, or
equivalent.
(Note: (i) Candidates without a pass in Chinese Language in HKCEE, or equivalent, but
who have met the other entry requirements may also apply. However, they
will only be considered for appointment subject to their passing the Chinese
Government Standard Examination to be held in May/August 2011; and
(ii) Holders of academic qualifications other than those obtained from Hong Kong
Institutions/Hong Kong Examinations and Assessment Authority may also
apply but should attach copies of their official transcripts and certificates to
their applications to facilitate qualification assessment.)
Permanent Residency Requirement
4. Persons who are not permanent residents of the Hong Kong Special
Administrative Region (HKSAR) may also apply for the Surveyor of Ships (Ship) post but
will be appointed only when no suitable and qualified candidates who are permanent residents
of the HKSAR are available.
Duties
5. A Surveyor of Ships (Ship) is mainly deployed on -
(a) undertaking statutory and other related duties under the Merchant
Shipping Ordinances pertaining to maritime safety, pollution prevention,
security, seafarers welfare and management including casualty
investigations and audit on Hong Kong registered ships and their
companies; and
(b) undertaking duties as a naval architect for the Government on the
construction of new vessels and maintenance of the Government Fleet.

Note 2 For civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language
(Syllabus B) in previous HKCEE is accepted administratively as comparable to ‘Level 3’ and ‘Level 2’

(Remarks: All Surveyors of Ships (Ship) are required to travel abroad to carry out surveys or
audits.)
Terms of Appointment
6. Successful candidates will be offered appointment either on trial or on
probationary terms as appropriate.
(Note: The entry pay, terms of appointment and conditions of service to be offered are
subject to the provisions prevailing at the time the offer of appointment is made.)
Basic Law Knowledge Assessment
7. For the purpose of heightening public awareness of the Basic Law (BL) and
promoting a culture of learning of BL in the community, assessment of BL knowledge will be
included in the recruitment for all civil service jobs. Results of the BL test for degree/
professional grades will be one of the considerations to assess the suitability of a candidate but
will not affect his/her eligibility for applying for civil service jobs. As a general principle, the
main consideration for suitability for appointment remains a candidate’s qualification,
experience and caliber.

certificates and transcripts in support of the academic/professional qualification and
supporting documents of working experience, should be sent to the Executive Officer
(Appointments), Marine Department, 21/F., Harbour Building, 38 Pier Road, Hong Kong
not later than 11 March 2011. Online application can also be made through Civil Service
Bureau’s website (http://www.csb.gov.hk). Candidates who apply online should submit
photocopies of certificates and transcripts in support of the academic/professional
qualification and supporting documents of working experience within one week after close
of application period to the above enquiry address, and the online application number
should be quoted on the envelope and the copies of supporting documents.

in about six to eight weeks from the closing date for application. Those who are not

Hong Kong Certificate of Education Examination (HKCEE) Note 2, or
equivalent.

and a Certificate of Competency (Marine Engineer Officer) Class

(ii) a Certificate of Competency as Extra First Class Marine Engineer
Officer acceptable to the Director of Marine; or
(iii) a degree in Mechanical/Marine Engineering or equivalent; a
corporate membership of an engineer institution acceptable to the
Director of Marine; and a Certificate of Competency (Marine
Engineer Officer) Class 2 issued by or acceptable to the Director
of Marine; and
(b) (i) for candidates having qualifications as stipulated in (a)(i) or (ii)
above, two years’ experience at the rank of 2nd engineer or above
on sea-going ships or at equivalent responsible levels in the
maritime engineering related industry; or
(ii) for candidates having qualifications as stipulated in (a)(iii) above,
four years’ experience at the rank of 2nd engineer or above on
sea-going ships or at equivalent responsible levels in the maritime
engineering related industry; and
(c) ‘Level 2’ or above in Chinese Language and English Language in the
Hong Kong Certificate of Education Examination (HKCEE)Note 2, or
equivalent.

Permanent Residency Requirement
4. Persons who are not permanent residents of the Hong Kong Special
Administrative Region (HKSAR) may also apply for the Surveyor of Ships (Engineer and
Ship) post but will be appointed only when no suitable and qualified candidates who are
permanent residents of the HKSAR are available.
Duties
5. A Surveyor of Ships (Engineer and Ship) is mainly deployed on -
(a) undertaking statutory and other related duties under the Merchant
Shipping Ordinances pertaining to maritime safety, pollution prevention,
security, seafarers welfare and management including casualty
investigations and audit on Hong Kong registered ships and their
companies;
(b) undertaking duties as a marine engineer consultant or manager for the
Government on the construction of new vessels and maintenance of the

Pressure Vessels Ordinance.

Workman I

Applications are invited from serving civil servants for appointment as
Workman I in the Government Logistics Department.
Pay Scale
2. The pay scale of Workman I is from Model Scale 1 Pay Scale Point 3
($9,635 per month) to Model Scale 1 Pay Scale Point 13 Note 1 ($11,770 per month).
The pay and incremental date for a successful candidate will be determined in
accordance with the provisions of Civil Service Regulations 130 and 133 and as
set out in the letter of appointment.
Entry Requirements
3. The post is open to both male and female serving civil servants.
Candidates should have –
(a) 3 years’ relevant experience in general labour work involving
cleansing or simple printing duties; and
(b) be able to speak fluent Cantonese and simple English; read
simple Chinese and English; and write simple Chinese or
English.

Permanent Residency Requirement
4. Selected appointees must be permanent residents of the Hong Kong
Special Administrative Region unless they were first appointed on civil service
terms of appointment before 1 July 1997 and have continued in service without a
break.
Duties
5. A Workman I is mainly deployed on –
(a) Land Transport Division
(i) cleaning, washing and waxing of vehicles which may
involve the use of simple machines; and
(ii) undertaking general cleansing and labouring duties.
(b) Printing Division
(i) archiving and checking of films, maintaining a proof
registry, and assisting platemaking work;
(ii) performing simple printing work using digital printing
equipment;
(iii) operating simple binding equipment and performing simple
hand binding work;
(iv) packing, labeling, loading and sorting of printed matters;
(v) checking accuracy of printed matters such as numbering
sequence or print defects, audit number forms and receipts;
and
(vi) documenting the movement and maneuvering of goods in
the Loading Bay.
Workmen I are subject to posting and transfer within the department. They are
also required to work shifts and / or overtime as necessary.

Terms of Appointment
6. Successful candidates will be offered appointment either on
month-to-month, trial or probationary terms as appropriate. The entry pay, terms
of appointment and conditions of service to be offered are subject to the provisions
prevailing at the time the appointment is offered. Successful candidates, except
for those serving Category B Model Scale 1 staff who will continue to be
appointed on month-to-month terms, are subject to posting to fill vacancies and
carry out different duties in the same grade in other bureaux / departments when
the need arises.
Basic Law Knowledge Assessment
7. For the purpose of heightening public awareness of the Basic Law and
promoting a culture of learning of Basic Law in the community, an assessment of
Basic Law knowledge will be included in the recruitment for all civil service jobs.
Candidates who are invited to attend an interview will be tested orally on their
Basic Law knowledge during the interview. The results of Basic Law assessment
will be taken into account only if two candidates are considered equal in all other
aspects.

Entry Requirements
3. Candidates Note 2 should :
(a) have satisfied in full the academic requirements for Corporate Membership of the Hong Kong Institution of Engineers (Electrical or Mechanical Discipline), or equivalent;
(b) have completed the formal training pre-approved by the Hong Kong Institution of Engineers, or equivalent, or have had two years of post-academic qualification experience in the field of Electrical or Mechanical Engineering at a professional level Notes 3&4 ; and
(c) met the language proficiency requirements of Level 1 results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent, and a pass result in the Aptitude Test (AT) in the CRE Notes 5&6.
Permanent Residency Requirement
4. Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless they were first appointed on civil service terms of appointment before 1 July 1997 and have continued in service without a break.
Note 2 Candidates who have obtained the Corporate Membership of the Hong Kong Institution of Engineers (elected after 5 December 1975) or equivalent at the time of appointment will NOT be considered for the Assistant Electrical and Mechanical Engineer post. Successful candidates will be required to make a declaration to that effect.
Note 3 Candidates holding non-local professional qualifications should provide documentary evidence certifying that they have successfully completed formal (structured) training schemes of non-local professional institutions which have been accepted by the Hong Kong Institution of Engineers as equivalent to its Engineering Graduate Training Scheme A.
Note 4 Candidates who are expected to have fulfilled entry requirement (b) by 29.2.2012 may also apply. However, the offer of appointment is subject to the fulfillment of all entry requirements.
Note 5 Candidates who have sat for the CRE for more than one time should submit the best CRE results they have obtained.
Note 6 Candidates’ results in the Aptitude Test (AT) paper in CRE are classified as Pass or Fail, while the results of the Use of Chinese (UC) and Use of English (UE) papers are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. Grade C or above and Grade D in Use of English of the Hong Kong Advanced Level Examination (HKALE) or equivalent, are accepted as equivalent to Level 2 and Level 1 results respectively in the UE paper of the CRE. Grade C or above and Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE are accepted as equivalent to Level 2 and Level 1 results respectively in the UC paper of the CRE. Candidates with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test are considered as having met the English language proficiency requirement of this post. The IELTS test result must be valid on the starting day of the application period (i.e. 25 February 2011).

Duties
5. An Assistant Electrical and Mechanical Engineer is mainly deployed at the assistant professional level on: -

Entry Requirements
3. Candidates should :
(a) be Corporate Members of the Hong Kong Institution of Engineers (Electrical or Mechanical Discipline) elected after 5 December 1975, or equivalent; and
(b) met the language proficiency requirements of Level 1 results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent, and a pass result in the Aptitude Test (AT) in the CRE Notes 2-3.

4. Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless they were first appointed on civil service terms of appointment before 1 July 1997 and continued in service without a break.

Note 5 Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
