VACANCY CIRCULAR NO. MD 2011/01
Surveyor of Ships (Engineer and Ship)

(Note: Permanent Secretaries/Heads of Department are requested to
ensure that copies of this circular are circulated to all eligible
officers and displayed on staff notice boards in all offices of
their bureaux/departments until after the closing date for
application.)
Applications are invited from serving civil servants for appointment as Surveyor
of Ships (Engineer and Ship) in the Marine Department.
Pay Scale
2. The pay scale of Surveyor of Ships (Engineer and Ship) is from Master Pay Scale
Point 34 ($49,480) to Master Pay Scale Point 44 Note 1 ($74,675) per month. The pay and
incremental date for a successful candidate will be determined in accordance with the
provisions of Civil Service Regulations 130 and 133 and as set out in the letter of appointment.
(Note: Subject to the prevailing situation, candidates with additional experience
may be granted increments for previous relevant experience in excess of the
stipulated minimum.)
Entry Requirements
3. Candidates should have:
(a) (i) a degree in engineering or technology relevant to the work of the
surveyor of ships; or a corporate membership of an engineer
institution by examination acceptable to the Director of Marine;
and a Certificate of Competency (Marine Engineer Officer) Class
1 issued by or acceptable to the Director of Marine; or

(ii) a Certificate of Competency as Extra First Class Marine Engineer
Officer acceptable to the Director of Marine; or
(iii) a degree in Mechanical/Marine Engineering or equivalent; a
corporate membership of an engineer institution acceptable to the
Director of Marine; and a Certificate of Competency (Marine
Engineer Officer) Class 2 issued by or acceptable to the Director
of Marine; and
(b) (i) for candidates having qualifications as stipulated in (a)(i) or (ii)
above, two years’ experience at the rank of 2nd engineer or above
on sea-going ships or at equivalent responsible levels in the
maritime engineering related industry; or
(ii) for candidates having qualifications as stipulated in (a)(iii) above,
four years’ experience at the rank of 2nd engineer or above on
sea-going ships or at equivalent responsible levels in the maritime
engineering related industry; and
(c) ‘Level 2’ or above in Chinese Language and English Language in the
Hong Kong Certificate of Education Examination (HKCEE)Note 2, or
equivalent.
(Note: (i) Candidates without a pass in Chinese Language in HKCEE, or equivalent, but
who have met the other entry requirements may also apply. However, they will
only be considered for appointment subject to their passing the Chinese
Government Standard Examination to be held in May/August 2011; and
(ii) Holders of academic qualifications other than those obtained from Hong Kong
Institutions/Hong Kong Examinations and Assessment Authority may also apply
but should attach copies of their official transcripts and certificates to their
applications to facilitate qualification assessment.)
Note 2 For civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language
(Syllabus B) in previous HKCEE is accepted administratively as comparable to ‘Level 3’ and ‘Level 2’
respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Permanent Residency Requirement
4. Persons who are not permanent residents of the Hong Kong Special
Administrative Region (HKSAR) may also apply for the Surveyor of Ships (Engineer and
Ship) post but will be appointed only when no suitable and qualified candidates who are
permanent residents of the HKSAR are available.
Duties
5. A Surveyor of Ships (Engineer and Ship) is mainly deployed on -
(a) undertaking statutory and other related duties under the Merchant
Shipping Ordinances pertaining to maritime safety, pollution prevention,
security, seafarers welfare and management including casualty
investigations and audit on Hong Kong registered ships and their
companies;
(b) undertaking duties as a marine engineer consultant or manager for the
Government on the construction of new vessels and maintenance of the
Government Fleet;
(c) conducting examinations for all classes of marine engineer officers’
certificates; and
(d) undertaking statutory and other related duties under the Boiler and
Pressure Vessels Ordinance.
(Remarks: All Surveyors of Ships (Engineer and Ship) are required to travel abroad to carry
out surveys or audits.)
Terms of Appointment
6. Successful candidates will be offered appointment either on trial or on
probationary terms as appropriate.
(Note: The entry pay, terms of appointment and conditions of service to be offered are
subject to the provisions prevailing at the time the offer of appointment is made.)

Basic Law Knowledge Assessment
7. For the purpose of heightening public awareness of the Basic Law (BL) and
promoting a culture of learning of BL in the community, assessment of BL knowledge will be
included in the recruitment for all civil service jobs. Results of the BL test for degree/
professional grades will be one of the considerations to assess the suitability of a candidate but
will not affect his/her eligibility for applying for civil service jobs. As a general principle, the
main consideration for suitability for appointment remains a candidate’s qualification,
experience and caliber.
Application
8. Applications on G.F. 340 (Rev. 1/2011), together with photocopies of
certificates and transcripts in support of the academic/professional qualification and
supporting documents of working experience, should be sent to the Executive Officer
(Appointments), Marine Department, 21/F., Harbour Building, 38 Pier Road, Hong Kong
not later than 11 March 2011. Online application can also be made through Civil Service
Bureau’s website (http://www.csb.gov.hk). Candidates who apply online should submit
photocopies of certificates and transcripts in support of the academic/professional
qualification and supporting documents of working experience within one week after close
of application period to the above enquiry address, and the online application number
should be quoted on the envelope and the copies of supporting documents.
9. Candidates who are selected for interview will normally receive an invitation
in about six to eight weeks from the closing date for application. Those who are not
invited for interview may assume that their applications are unsuccessful.Note 3 For

Note 3 Where a large number of candidates meet the specified entry requirements, the recruiting department may
devise shortlisting criteria to select the better qualified candidates for further processing. In these
circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.

薪級表
2 . 驗船主任（ 輪機及船舶）的薪級表為總薪級表第34 點（ 每
月4 9 , 4 8 0 元） 至總薪級表第44 點註1（ 每月7 4 , 6 7 5 元） 。獲取錄
人員的薪酬及增薪日期將按照《公務員事務規例》第130 及第133
條的規定訂定， 並會載列於聘書上。
(註： 視乎當時的情況， 具有較多經驗的人士， 可能因為
具備超出最低規定的有關工作經驗而獲給予額外增
薪點。)
入職條件
3 . 申請人必須﹕
(a) (i) 取得海事處處長所接納而與驗船主任工作相關
的機械或科技學位， 或海事處處長所接納的經
考試獲得的工程師學會正式會員資格， 並持有
海事處處長所簽發或接納的一級（ 輪機師）合格
證書； 或
( i i ) 持有海事處處長所接納的特等一級輪機師合格
證書； 或
註1 頂薪點的資料只供參考，該項資料日後或會作出更改。

(iii) 取得海事處處長所接納的機械／ 輪機工程學位
或同等學歷、海事處處長所接納的工程師學會
正式會員資格； 並持有海事處處長所簽發或接
納的二級(輪機師)合格證書； 以及
(b) (i) 具備上文( a ) ( i ) 或( a ) ( i i ) 項所述資歷的申請者，
須具有兩年於遠洋船上擔任大管輪或更高職級
或於相關海事工程業內擔任同等要職的經驗；
或
(ii) 具備上文( a ) ( i i i ) 項所述資歷的申請者， 須具有
四年於遠洋船上擔任大管輪或更高職級或於相
關海事工程業內擔任同等要職的經驗； 以及
(c) 在香港中學會考中國語文科和英國語文科中取得第
二等級或以上成績註2 或同等學歷。
(註： ( i ) 未有取得香港中學會考中國語文科及格成績
或同等學歷但符合其他入職條件的人士， 亦
可提出申請， 惟須在二零一一年五月或八月
舉行的政府中文科考試取得及格成績， 方可
獲考慮錄用； 以及
( i i ) 凡持有本港以外學府及非香港考試及評核局
頒授的學歷者， 也可申請， 惟須附上修業成
績副本和證書副本， 以便進行評審。)
永久性居民身份
4 . 非香港特別行政區永久性居民亦可應徴驗船主任（ 輪機及
船舶）一職， 但只會在沒有合適及合資格而又是永久性居民的人
選的情況下， 才會獲得聘用。
職責
5 . 驗船主任（ 輪機及船舶） 主要負責： -
(a) 執行《商船條例》所規定的法定及其他有關職務， 計
有海上安全、防污、保安、海員福利和管理， 當中
包括調查意外事故、審核香港註冊船舶及其公司；
註2 政府在聘任公務員時，過往香港中學會考中國語文科和英國語文科(課程乙) C 級與E 級的成績，在行政上會分別視
為等同2007 年或之後香港中學會考中國語文科和英國語文科第3 等級與第2 等級的成績•

( b ) 就建造新船和政府船隊維修事
宜， 執行政府輪機工程顧問或經理的職務；
( c ) 主持所有級別的輪機師合格證書考試； 以及
( d ) 執行《鍋爐及壓力容器條例》所規定的法定及其他
相關職務。
(註： 所有驗船主任（ 輪機及船舶） 均須前往外地執行檢
驗或審核職務。)
聘用條款
6 . 申請人如獲錄用， 將按個別情況以試任條款或試用條款
受聘。
(註： 入職薪酬、聘用條款及服務條件應以發出聘書時的
規定為準。)
基本法知識評核
7 . 為提高大眾對《基本法》的認知和在社區推廣學習《基本
法》的風氣， 所有公務員職位的招聘， 均會包括《基本法》知識
的評核。申請人在基本法測試（ 學位/專業程度職系）的表現， 會
用作評核其整體表現的其中一個考慮因素， 但不會影響其申請
公務員職位的資格。原則上， 申請人的學歷、經驗和才能仍然
是考慮其是否適合被聘用的主要因素。
申請手續
8 . 申請人須以通用表格第340號（ 1/2011修訂版）提出申請。
申請書， 連同學歷／ 專業資格的證書副本、成績單副本及工作
證明， 須於二零一一年三月十一日或之前送達香港中環統一碼
頭道38號海港政府大樓21樓海事處行政主任(聘任)。申請人亦可
透過公務員事務局的網站（ h t t p : / / w w w . c s b . g o v . h k）作網上申請。
申請人如在網上遞交申請， 必須於截止申請日期後的一星期內
把學歷／ 專業資格的證書副本、成績單副本及工作證明寄交上
述查詢地址， 及在信封面和文件副本上註明網上申請編號。

9 . 申請人如獲選參加面試， 通常會在截止申請日期後
約六至八個星期內接獲通知。如申請人未獲邀參加面試， 則可
視作已經落選。註3 如有查詢， 請致電2852 4389 與海事處聘任
組聯絡。

註3 如果符合訂明入職條件的應徵者人數眾多，招聘部門可以訂立篩選準則，甄選條件較佳的應徵者，以便進一步處
