驗船主任( 航海)
在職公務員現可申請轉任海事處的驗船主任( 航海) 。
薪級表
2 . 驗船主任( 航海)的薪級表為總薪級表第34 點( 每月4 9 , 4 8 0
元) 至總薪級表第44 點註1( 每月7 4 , 6 7 5 元) 。獲取錄人員的薪
酬及增薪日期將按照《公務員事務規例》第130 及第133 條的規
定訂定, 並會載列於聘書上。
(註: 視乎當時的情況, 具有較多經驗的人士, 可能因為
具備超出最低規定的有關工作經驗而獲給予額外增
薪點。)
入職條件
3 . 申請人必須:
(a) (i) 取得海事處處長所接納的航海學或相關學科的
學位, 並持有海事處處長所簽發或接納的一級
( 甲板高級船員) ( 商船船長) 合格證書; 或
(ii) 持有海事處處長所接納的特級船長合格證書;
( b ) 具備兩年於遠洋船上擔任大副或更高職級或於相關
航海業內擔任同等要職的經驗; 以及
註1 頂薪點的資料只供參考,該項資料日後或會作出更改。

( c ) 在香港中學會考中國語文科及英國語文科取得第二
等級或以上成績註2, 或同等學歷。
(註: (i) 未有取得香港中學會考中國語文科及格成績或同
等學歷但符合其他入職條件的人士, 亦可提出申
請, 惟須在二零一一年五月或八月舉行的政府中
文科考試取得及格成績, 方可獲考慮錄用; 以及
( i i ) 凡持有本港以外學府及非香港考試及評核局頒授
的學歷者, 也可申請, 惟須附上修業成績副本和
證書副本, 以便進行評審。)
永久性居民身份
4 . 非香港特別行政區永久性居民亦可應徴驗船主任( 航海)
一職, 但只會在沒有合適及合資格而又是永久性居民的人選的情
況下, 才會獲得聘用。
職責
5 . 驗船主任( 航海) 主要負責: -
( a ) 執行《商船條例》所規定的法定及其他有關職務, 計
有海上安全、防污、保安、海員福利和管理, 當中
包括調查意外事故、審核香港註冊船舶及其公司;
( b ) 主持所有級別的甲板高級船員合格證書考試; 以及
( c ) 執行政府航海顧問的職務。
(註: 所有驗船主任( 航海) 均須前往外地執行檢驗或審核
職務。)
聘用條款
6 . 申請人如獲錄用, 將按個別情況以試任條款或試用條款
受聘。
註2 政府在聘任公務員時,過往香港中學會考中國語文科和英國語文科(課程乙) C 級與E 級的成績,在行政上會分別視為
等同2007 年或之後香港中學會考中國語文科和英國語文科第3 等級與第2 等級的成績•

基本法知識評核
7 . 為提高大眾對《基本法》的認知和在社區推廣學習《基本
法》的風氣, 所有公務員職位的招聘, 均會包括《基本法》知識
的評核。申請人在基本法測試( 學位/專業程度職系) 的表現, 會
用作評核其整體表現的其中一個考慮因素, 但不會影響其申請公
務員職位的資格。原則上, 申請人的學歷、經驗和才能仍然是考
慮其是否適合被聘用的主要因素。
申請手續
8 . 申請人須以通用表格第340號( 1/2011修訂版)提出申請。
申請書, 連同學歷/ 專業資格的證書副本、成績單副本及工作證
明, 須於二零一一年三月十一日或之前送達香港中環統一碼頭道
38 號海港政府大樓21 樓海事處行政主任( 聘任) 。申請人亦可透過
公務員事務局的網站( h t t p : / / w w w . c s b . g o v . h k) 作網上申請。申請
人如在網上遞交申請, 必須於截止申請日期後的一星期內把學歷
/ 專業資格的證書副本、成績單副本及工作證明寄交上述查詢地
址, 及在信封面和文件副本上註明網上申請編號。
9 . 申請人如獲選參加面試, 通常會在截止申請日期後約六
至八個星期內接獲通知。如申請人未獲邀參加面試, 則可視作已

VACANCY CIRCULAR NO. MD 2011/02
Surveyor of Ships (Nautical)
To :

(Note: Permanent Secretaries/Heads of Department are requested to
ensure that copies of this circular are circulated to all eligible
officers and displayed on staff notice boards in all offices of
their bureaux/departments until after the closing date for
application.)
Applications are invited from serving civil servants for appointment as Surveyor
of Ships (Nautical) in the Marine Department.
Pay Scale
2. The pay scale of Surveyor of Ships (Nautical) is from Master Pay Scale Point 34
($49,480) to Master Pay Scale Point 44 Note 1 ($74,675) per month. The pay and incremental
date for a successful candidate will be determined in accordance with the provisions of Civil
Service Regulations 130 and 133 and as set out in the letter of appointment.
(Note: Subject to the prevailing situation, candidates with additional experience may be
granted increments for previous relevant experience in excess of the stipulated
minimum.)
Entry Requirements
3. Candidates should have:
(a) (i) a degree in Nautical Studies or related subject acceptable to the
Director of Marine; and a Certificate of Competency (Deck
Officer) Class 1 (Master Mariner) issued by or acceptable to the
Director of Marine; or
Note 1 The information on the maximum pay point is for reference only and it may be subject to changes.

(ii) an Extra Master’s Certificate of Competency
acceptable to the Director of Marine; and
(b) two years’ experience at the rank of the Chief Officer or above on
sea-going ships or at equivalent responsible levels in the nautical related
industry; and
(c) ‘Level 2’ or above in Chinese Language and English Language in the
Hong Kong Certificate of Education Examination (HKCEE) Note 2, or
equivalent.
(Note : (i) Candidates without a pass in Chinese Language in HKCEE, or equivalent, but
who have met the other entry requirements may also apply. However, they will
only be considered for appointment subject to their passing the Chinese
Government Standard Examination to be held in May/August 2011; and
(ii) Holders of academic qualifications other than those obtained from Hong Kong
Institutions/Hong Kong Examinations and Assessment Authority may also
apply but should attach copies of their official transcripts and certificates to
their applications to facilitate qualification assessment.)
Permanent Residency Requirement
4. Persons who are not permanent residents of the Hong Kong Special
Administrative Region (HKSAR) may also apply for the Surveyor of Ships (Nautical) post but
will be appointed only when no suitable and qualified candidates who are permanent residents
of the HKSAR are available.
Duties
5. A Surveyor of Ships (Nautical) is mainly deployed on -
(a) undertaking statutory and other related duties under the Merchant
Shipping Ordinances pertaining to maritime safety, pollution prevention,
security, seafarers welfare and management including casualty
investigations and audit on Hong Kong registered ships and their
companies;
(b) conducting examination for all classes of deck officers’ certificate of

competency; and
(c) undertaking duties as a nautical consultant for the Government.
(Remarks: All Surveyors of Ships (Nautical) are required to travel abroad to carry out surveys
or audits.)
Terms of Appointment
6. Successful candidates will be offered appointment either on trial or on
probationary terms as appropriate.
(Note: The entry pay, terms of appointment and conditions of service to be offered are
subject to the provisions prevailing at the time the offer of appointment is made.)
Basic Law Knowledge Assessment
7. For the purpose of heightening public awareness of the Basic Law (BL) and
promoting a culture of learning of BL in the community, assessment of BL knowledge will be
included in the recruitment for all civil service jobs. Results of the BL test for degree/
professional grades will be one of the considerations to assess the suitability of a candidate but
will not affect his/her eligibility for applying for civil service jobs. As a general principle, the
main consideration for suitability for appointment remains a candidate’s qualification,
experience and caliber.

8. Applications on G.F. 340 (Rev. 1/2011), together with photocopies of
certificates and transcripts in support of the academic/professional qualification and
supporting documents of working experience, should be sent to the Executive Officer
(Appointments), Marine Department, 21/F., Harbour Building, 38 Pier Road, Hong Kong
not later than 11 March 2011. Online application can also be made through Civil Service
Bureau’s website (http://www.csb.gov.hk). Candidates who apply online should submit
photocopies of certificates and transcripts in support of the academic/professional
qualification and supporting documents of working experience within one week after close
of application period to the above enquiry address, and the online application number
should be quoted on the envelope and the copies of supporting documents.
9. Candidates who are selected for interview will normally receive an invitation

in about six to eight weeks from the closing date for application. Those who are not
invited for interview may assume that their applications are unsuccessful.Note 3 For

Note 3 Where a large number of candidates meet the specified entry requirements, the recruiting department may
devise shortlisting criteria to select the better qualified candidates for further processing. In these
circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
